The last few years have presented some unique and unprecedented challenges for local governments statewide. This opening roundtable discussion on how those challenges were met will bring together esteemed officials from counties with similar characteristics located in the various regions of Alabama. The focus will be on the key areas of education, health, and transportation.

For local governments, managing risk can be a key element in controlling budget expenses and safeguarding personnel. Gathered in this session are recipients of the ACCA Liability Self-Insurance Fund Leadership Award on a panel to discuss the strategies their governments used to manage risk. Of particular interest are special measures from the last few years.

The availability of public transportation in our rural areas has been integral to the livelihoods of many citizens of our state. For a discussion on innovations in and funding for rural transportation, empaneled are system directors representing various regions of the state and different types of systems including large area, multiple county, and municipally managed.

Escambia County presents a unique case on how county, municipal, and national governments and authorities cooperated and leveraged state, regional, and federal resources to promote and sustain growth and development not only in the tourism sector but also in manufacturing, technology, etc. On panel are representatives from various organizations to share the challenges and successes.

The resources for developing critical infrastructure and human Infrastructure are integral to the successful governance of county and municipal leaders. Two workshops with panels of representatives from key state, regional, and federal government departments and agencies that offer infrastructure funding will be convened to offer in-depth information and interactive dialogues on the various programs available.

In this time of national recovery, Alabama's local governments share common ground with those in other Southeastern states and beyond in guiding communities towards stability, normalcy, and prosperity. A broad-based perspective on economic and community development in our nation's counties and municipalities will be brought by a panel of representatives from national local government associations.

Local governments in counties with smaller populations typically face challenges related to having a modest resource base. Establishing partnerships between local governments and with other organizations and entities is one strategy used to address these challenges. Examples of success in small county partnerships will be discussed by a panel of representatives from across the state.

Local governance at our state borders may involve managing significant multi-jurisdictional issues. Alabama border local governments may contend with one or more government entities from other states. The role of partnership in addressing these wide-ranging issues such as education and law enforcement is discussed by a panel of representatives in various roles in local government.

Executives from our state government, state authorities, and local government associations will be empaneled to discuss the challenges and opportunities that face our county and municipal governments. Of particular focus will be the issues surrounding infrastructure funding, workforce development, transportation, health, and risk management. This roundtable will be the culminating event of this two-day meeting.

Two workshop periods will be open for meeting participants to confer with panelists from of any of the sessions, depending on availability. An additional area will also be available for impromptu small group discussions on any topic where a need for such was identified during the meeting. Any special presentations will occur during these times.
